From CANOE, fourteen bald eagles were found slaughtered in Vancouver, their feet and tail feathers cut off, possibly to supply the blackmarket.

"We have found birds mutilated like this over the years," said Rick Hahn, a senior conservation officer for the Lower Mainland. "We suspect there is a black market trade in the talons. Eagles are traditionally used by First Nations people for cultural ceremonies.

First Nations people are usually called Native Americans in the US.

Personally, I don't give a damn if it is in someone's culture to destroy protected wildlife.  I hate poachers.  There are plenty of animals legal to hunt, without killing those that need our protection.  Poachers are one of the lowest forms of life in any country.  They steal the lives of the animals, and steal those animals from our children, and their children.
