The Houston Chronicle reported that a dog under the care of BARC was left untreated with a gun shot wound for 5 to 7 hours. According to the report:
A dog shot by Houston police last month lay all night at the city animal shelter without veterinary care, prompting an investigation into possible violations of internal policy or state law, a health department spokeswoman said Tuesday.
So the dog laid in pain for hours while people ignored it. Wonderful. What are they doing? Investigating--but I doubt anyone will find out what the hell they do about it. (Which I expect will be NOTHING.)
An employee of the Bureau of Animal Regulation and Care, which runs the shelter, decided the dog could wait for veterinary treatment because it had suffered only "a flesh wound," spokeswoman Kathy Barton said.

Cripe said the bullet went in the dog's back and exited its hindquarters.
Some flesh wound--it went in the back and exited the hindquarters. Worse, the story goes on to say the dog never even got an X-ray to see if any bones were damaged--because they don't have an X-ray and don't want to waste the money on a dog they probably can't get money for.
This is the same place where dogs are getting euthanized instead of adopted out because one of the vets is too stressed to do neuters.
Ninety percent of the animals that go to the shelter are euthanized. This is a completely unacceptable number of dogs dying because the department is too disorganized to get at least a few of them adopted.
